The LEAD programme is about providing training and learning opportunities.
This means helping local voluntary and community training providers to take the opportunity to ensure that people in their community can enhance their life chances through access to learning opportunities.

LEAD is delivered under the banner of Neighbourhood Learning in Deprived Communities. In 2005 the Learning and Skills Council piloted LEAD projects in nine London boroughs in the London East region hence the title LEAD, London East Action for Development.

LEAD in Lewisham's aims were to:-

	Develop the capacity of training providers to deliver effective training/learning opportunities
	Develop opportunities for partnership working between voluntary/community organisations learning providers and agencies
	Identify and fill gaps in the training provision
	Facilitate access to funding for training providers
	Widen access to learning.
